1983 100 hp BF100 Carburetor dumping fuel

"1983 BF100. When I prime the engine with the bulb, it does not get hard. The carburetor dumps fuel out the bottom of the overflow. Can start the engine with starter fluid. Then the carb dumps fuel out of the overflow continually. If Carb need overhaul, where is the repair kit to be found. Any help George"

"This is George fessing up. The drain valve was open to drain the bowl. I did not pick up on this until I wondered what this knob was for. It was open and wondered about it. It was a sequence of events, but screwed in eventually and the outboard runs perfectly."
