Water in and under the powerhead 1991 25 hp

1991 mercury 25 hp.

I just changed the stator because of bad fire. i was checking the fire with the plugs out and i noticed milky looking substance coming out the lower plug on the powerhead. I started inspecting it and i notice a good bit of water under the powerhead. is the head cracked or bad seal?

"The heads on that model do not come off, just a water jacket cover. If it's leaking really bad you'll have to change the gasket. If not, just run it. Won't hit a thing.

Not something you should attem

Not something you should attempt without at least a Seloc's manual - 35 bucks for the book could save you from a major boo-boo that could turn the powerhead into 50 pounds of scrap aluminum....
 
i got it all taken apart didnt

i got it all taken apart didnt find any cracks in the block the gaskets look pretty bad i guess this is my problem. when i took the exhaust manifold off there was water in it.
