"The engine works fine most of the time.But it happens evry once in a while that engine simply will not rev-up from minimum.Then I turn engine off, give it more fuel, restart it and everything is fine again.Where is the problem?"

Since this engine is within warranty you should take it into a dealer and let them check it out. It could be a fuel system or electrical system issue.
