i put a new impeller in (1

i put a new impeller in (1st in my life) follow directions best i could it started pushing water great just bought this boat so water test i get there and no reverse did i do something wrong

"more than likely the shift shaft is now in the wrong position, you need to drop the lower unit and verify it is in neutral and the control is in neutral. Spinning the prop by hand it should move easy in both directions."

does that mean i have to drain

does that mean i have to drain it again and what is the shift shaft the long shaft or the small spline in front of it
