1990 50 hp Johnson surging at full RPM

I have a 1990 50 hp Johnson. VRO was removed 2 years ago and a manual pump installed. I haven’t had any problems until now. At full throttle engine surges rapidly with a difference of nearly 1000 RPM’s. If I back down to about ¾ throttle she will clear out. The primer bulb remains tight and spark plugs are new and clean. She is easy to start ether cold or hot and idles great. I have tried choking her during the surge and received no new results. Should I be chasing fuel or firing problems?
