"Throttle cable or linkage is stuck, possibly carb linkage or the (butterfly) has a problem.

You need to take the hood off and see what's happening. Is the carb sticking open?

There is really no choke on these models, at least not a "normal" choke, so there is nothing that is bypassing the carbs jets on a constant basis that could account for the extra gas.

And it's just that simple of a setup - if she is racing, it's getting too much gas through the carb when you are backing off on the throttle...."
