my evinrude starts ok and went

my evinrude starts ok and went well for a few minutes then started surging but still ran ok in neutral. I'm hoping it is a fuel tank issue because it was full of crap.

"if the fuel line bulb is sofr when the engine is running then your fuel pump is bad, trying pumping it when it gear if ok, then replace / rebuild fuel pump"
