"We have two honda 225 4 stroke outboards which won't exceed 3000rpm. We suspect bad fuel but the motors are not setting off any alarms. If there is water in the fuel, shouldn't their be a alarm going off??"

u might need to plug it in to the computor to read and rest some codes
 
"Sounds like your high pressur

"Sounds like your high pressure fuel filter is clogged. If the engine runs great at lower rpms, right up to the point that it just doesn't go to any high R's, then this is probably the problem. The high pressure fuel filter is located on the high pressure fuel pump, which is nestled down low between the "V" of the cylinders. You will need to remove the starboard side side-cowling to access the filter housing."
