"Got new rebuilt engines in boat and the port engine runs great but the starboard acks like it has a govener on it. 2900 rpm and no higher even with more throttle. carbs are opening up full, plenty of fuel and no ignition problems. mechanic is scratching his head. any thoughts !!!!!!!!!!!!"

Verify 28 deg BTDC spark at WOT. DId you gauge the fuel line at carb to measure pressure at WOT as well? Prop clean?
