"1967 120HP MR. The upper gear

"1967 120HP MR. The upper gear house is disassembled and on the work bench. I have all my bearings and seals for the rebuild.
I have cleaned off the old decals and found the welch plug. From my understanding of a welch plug this application is nuts. What is the purpose of this application??

Is this a freeze plug for the water supply side and not a welch plug??
If I am crying in my scotch then forgive. I am just trying to rap my brain around this before I start

"Typical use of a welch plug today is different from that originally, so, depending on your baseline and expectations, "is nuts" may be justified.

My understanding, handed down from the "factory field rep" at the time, is that this plug seals the necessary machined bore (thru the outer wall) used to thread the pipe plug passage you'll find in the inner wall. This is the typical use of welch plugs today, sealing a machined hole."
