Boat wont go past 22kt

"I have a 1996 trojan express,twin 502 xl
noticed boat wasnt getting up to speed.
Took her out yesterday,egiens start right up sound good,recent tune-ups.
Got her up to 4200 rpm WOT,only 22kt,should be 34
36 kt.Recent bottom job,diver went down,noticed both ,props,looked sandblasted about 1 inch up each blade,dont think I hit anything????
Question if engiens are getting 4200 rpms
Wouldnt this point to something besides the engiens???"

"If the engines are turning up like that, and the boat isn't moving anywhere near as fast as it should be, then one of two things are happening: The trannies are BOTH slipping, or the props are major league screwed up.

I vote for the second.
