"I am blowing the 10amp mini-f

"I am blowing the 10amp mini-fuse for the trim motor control, repeatedly. This is in the box on top of the engine.
I believe it is related to the fact that on the wiring block on the transom behind the engine is not showing the proper indicator lights.
I also noticed that the RPM gauge will be about 1500-2000 higher than actual, verified by the speed control and sound of engine.
Any ideas?"
