"Well I searched on this site and my book doesn't say, but how do you get the little caps off the pilot jet needles to adjust or take them out completly for cleaning the carbs. These are the ones that keep people from turning them more than a 1/3 of a turn one way or the other. Thanks"
 
The Honda manual states to bre

The Honda manual states to break them off and back out the screws. Replace the screws and caps with new. This is supposed to ensure that the person doing the repair will adjust to meet the EPA requirements.

There are fines that can be imposed on the Honda techs if not followed.
