Is it normal for the voltmeter

Is it normal for the voltmeter to shake while boat is at idle? The needle shakes between 10 and 12 volts rapidly at idle and then when running its fine. Just checking

"Check that all your battery connections are tight and clean, as well as the wiring to the volt meter. I am assuming the alternator belt is tight, correct?"
