"i have a 1985 silverton with 270's. Port engine appears to be running rich...fuel on water surface through exhaust. Runs a little rough at warm idle and sometimes quits. New points, cond., plugs, cap rotor, coil, wires. Also rebuilt carb. I've been told that the choke could be not opening all the way. Also what should the mixture screws be set at??? thanks"

"The choke being out of adjustment could do it, so would a worn out choke coil or a few other adjustments. The engine stalling is probably due to the very rich mixture. Did they change the float during the rebuild?

The mixture screws should be set for best idle; the preferred method is with a vacuum gauge."

The thing should open soon as you clear your slip. That's your problem. Find out if:

1. It's an electric choke. If so, check to see it's getting voltage in run.

2. If it's not electrical, see if the choke stove is working right. If not, replace it.

Your problem might simply be a sticky choke linkage. If it's not free, lube or bend something until it is.
