"1990 OMC Cobra 302 5.0 ford.When I throttle to come out of the hole it takes a while to come to plane.I just put on a new Holley 2 barrel carb,the same size that was on it.Replaced the plugs,points and condensor.The boat wont go over 30mph and is running @ 3000 rpm @ that speed.Any advice would help.Thanks"
 
Try servicing the fuel system

Try servicing the fuel system -change fuel filters and check/clean the anti-siphon valve at the tank.
Also try going for a test run with the ESA unplugged.
