%25 hp bogging down

I have a 25hp 4 stroke 2003 Ya

I have a 25hp 4 stroke 2003 Yamaha. It had a noise like a rod and I had the mechanic tear it down. He could find nothing. When I put back on boat it will not jump out of the hole... bogs down. Is there a reset on the motor?
