OMC 140 WOT problem

"Ok, so right now my engine runs about 2800-2900 rpms WOT not in gear. When I put it into forward, it runs about 2000 rpms WOT. What could be causing this? I know that it should be turning 4000-4400. Is this number in gear or out of gear? I checked compression and it is #1 - 130, #2 - 90, #3 - 105, #4 120. I realize these are not good, but is this enough to drop it over 1400 RPMS from stock specs?

"first of all, never try to rev an engine to WOT in neutral. That's a good way to wreck the engine.

WOT rpm is spec'd "IN GEAR, UNDERWAY"

Sounds like you need a tuneup, you are severely lacking power.
Also check all 3 outdrive fluid levels/condition.
#2 probably a valve issue, but you might just try adjusting your valves"

I am pretty sure cylinder #2 is not firing, because I pulled the plug to #2 while it was running and there was no change at all."
 
How do I adjust the valves? O

How do I adjust the valves? Obviously I must have to take the valve cover off.

Someone said it could be a blown head gasket between cylinder 2 and 3? Possible?
