"I need some help with power tilt problem. I recently got this motor (1985 I think) with a spare trim motor as the old one did not work.
I switched it around, reconnected wires to motor, refilled fluid by raising the motor manually, adding fluid, let it it lower by itself and did it over till I think I got most of air out.

When I switch it up or down, I hear the motor spinning, but it does not do anything else. I don't have a manual, so not sure if it's something to do with the valve on bottom of pump.
Right now, it is tightened all the way.

Can someone please help me out?

if its anything like the v6 PTT there is a bleed screw (on the v6 its thru the port side mounting bracket). with the screw "in" completely, the system is responding to the motor/pump. with the screw open it allows the fluid/pressure to bypass and allows manual operation.

from your description, i would look for that screw (large phillips head if i recall) and tighten it down to close off the bypass
