Just bought 9.8 2003 Nissan .

Just bought 9.8 2003 Nissan . Will not open up on the boat . It runs at idle speed very well. I can take it out of gear and it revs up but surges real bad. Starts and Idles very good.Carb?

Thanks ! All is fine cleaned carb.also found the bottom plug wire at the boot looked like it was corroded.
