Soak it in penetrating oil, center punch (if possible), get a drill bit/easy-out extractor combo sized around 1/2 the diameter of the bolt, drill according to the instructions. Use the extractor with a good strong drill.
If this fails, use gradually larger drill bits until the bolt is nearly gone. Try a larger extractor if you have one. If you can't remove the rest of the bolt, you can carefully run a tap of the same dimension into the hole IF you have some starting threads exposed. Work slowly, use lube, and pieces of the bolt will come out. Make sure the threads are clean - blow out with compressed air as you go. Good luck! "
