"I have a 97 350 mercruiser engine that just clicks when key is turned, the click comes from a relay in the black box with all the relays on top of the engine the one clicking looks like a starter solenoid with two nutted wires on top and two push on wires on the side. If someone taps it when key is turned the starter will turn over and engine starts. It has had this issue since it was new. Does anyone know what this relay is? and is it a marine only part.

Replace it. If it continues to malfunction then check the wiring back to the key switch. The yellow/red stripe wire runs thru the neutral safety switch to the key switch.
