"When changing my gear case oil, i notice the old
oil is milky. obviously water is getting in somehow.
Where should i start to correct this problem ?
also,does this actually cause any problem ?

"Yes it does cause problems, oil loses its viscosity when mixed with water.

there are only two ways water can get in really, if a seal is gone or there is a crack in the housing. I would say you have a leak in the prop seal, or maybe maybe the shaft seal. Your best to change both anyway.

The filler and empty bolt are in snug though hey?Did you take the prop off? Was there fishing line around the shaft?"
