Lower unit wont trim downHELP

"I have a 3.8 v6 omc engine. W

"I have a 3.8 v6 omc engine. When I trim the motor down, the lower unit doesnt go down all the way. I check the gear case and it is full of fluid. Im out of ideas. Got any? Please help."
