Could not stall my 5.8L with P

Could not stall my 5.8L with Penzoil fogging oil. Any ideas? try diifferent Brand?

"I haven't used that kind but when I'm fogging my 2 460's I use 2 cans (one in each hand) and don't use the straws on them as that restricts the amount coming out. I spray some some down each barrel in spurts until I see the smoke coming out the exhaust and then spray full blast until they stall, then I'm sure everything is coated."
