"I have an 82 Peterborough with a 3.8. When the engine is running I can hear a ticking....it sound like the crankshaft pulley is rubbing on something, but nothing appears to be be in proximity to it. After a while the pulley rips apart with the pressure plate and centre of the pulley intact. The Spline of pulley is also intact....the material between the groove and the centre is what becomes compromised. It ran fine last season, this issue has come up since A)both belts were replaced B)I had a fuel filter issue. The old filter housing seemed to get punctured on the bottom. Replaced with a newer model.
Does anyone have any idea as to what is going on here....?"

is it possible the harmonic balancer is shot? Would this cause the pulley to turn with a wobble?
 
Belts to tight and more than l

Belts to tight and more than likely a bad balancer. If it is a chevy 3.8 (distributor in back) the balancers from a 4.3 will work. If it's a buick (dist in front) It must come from a 3.8 Buick.
