115hp and 130 hp lower unit differences

Put a 1997 130 HP lower unit on my 1996 115. With the old lower unit I was getting about 5600-5700 rpms. Now barely getting 5200 with the same prop. Would a differnece in lower or higher gears make 400 rpm differenc?
