You should remove the carbs, and open them up. Usually this is the only way to remove all of the water, and any corrosion caused by it.

"dear sir/s
I have a Yamaha 15 outboard. Last month I stopped the engine dooing regular maitenance for storage... fresh water flush.. little oil un cilinders, cleaned spurk plugs... Now after 1 month, i tried to start it again, and found out that the engine block is frozen. Any suggestions how to solve this problem. Is there any liquid that can "free" the cilinders... or engine block ? or I hade to disassemble the head engine ? Please answer to email address since I am not registered here
