I have a 1999 200HP 0x66 EFI Y

I have a 1999 200HP 0x66 EFI Yamaha. It has run great for 7 years. It will turn over now but not start. There is spark. I traced the problem to the high pressure fuel pump that feeds the injector tree. It should have 12 volts to pressurize the fuel into the injectors. It reads low or almost no voltage. I disconnected the wiring harness and supplied 12 volts directly to the pump and it fired right up and ran fine. I started tracing the wires back through the harness but they are wrapped up pretty tight. Not sure if this means an ECU problem (expensive computer) or something simple ... one wire seems to go to the fuse box but there is nothing that resembles a fuse in there .. just a lot of wires and stuff. Any direction or help is appreciated.
