1979 35 hp evinrude runs good with cover off

i have a 35 hp evinrude engine

i have a 35 hp evinrude engine that runs great with the engine cover off.as soon as you put the cover on it starts to skip and lose power even before the cover is locked down.seems like air problem tried to cover air intake at carb with my hand to see if i could duplicate the problem.still ran like a top until i put the engine cover back on....any suggestions????

There is also a possibility that the rear metal hood latch (if it exists) is grounding out to the bottom spark plug lead."
