HAVE A 79 CHRYSLER HYDRO-VEE WITH AN EVINRUDE 85 OUTBOARD. THE STEERING CABLES ARE DRY MAKING IT HARD TO TURN THE WHEEL. CAN THEY BE GREASED OR LUBED TO IMPROVE STEERING?

If there is a grease fitting on the cable where it connects to the engine then yes. If not you need a new cable.

What kind of steering?
Dual cables on blocks?
Single cable through tilt tube?
Single cable transom mount?
Unhook the cable(s) from the engine and check at least that it is not the engine/steering shaft that needs lube.
