Leaking transome gasket

Ihave a 93 chris craft crowne

Ihave a 93 chris craft crowne 262 with a 351w with a cobra sx outdrive. the problem i have is water leaks in thru the transome were the assembly meets the transome. Is this a tough job to replace the seal or could there be more serious transome rot because of this leak. how do i go about this? Do I have to remove the engine? When i fill the bilge with some water i can see the water leaking out at the bottom of the assemble.

I would have taken out the engine to fully be able to inspect. Have had some experiences with Chris Craft and Cobras on earlier versions where they for some reason had forgotten to use the big washer for the lower transom bolts (big plate covering both bolts)and only used the round washers.
