I have a mechanical fuel pump with a clear tube coming off of it. It isn't attached to anything. The other outlet is the fuel line, which connects to the carb. What is this clear tube for? Fuel just jumps up and down in it most of the time."
 
That clear tube is there to le

That clear tube is there to let you know the pump is failing.
It goes to the carb float bowl.
Anytime there is a sign of fuel in it.
It is time to replace the pump.
