85h evinrude will not start

I just took my boat out and we

I just took my boat out and went to do a test run on the outboard. When I try to start it the motor will roll over and over and over but never gives any kick at all... can anyone help!!!

Greg sounds as if the boat was in storage for the winter? Did you run the gas out of the carburator when you last used it? Did you check for spark?

I did not run the gas out on last use. Do you think I need to clean the carb?
 
The motor is an Evinrude model

The motor is an Evinrude model #85899c. I tried checking for spark by taking off the spark plug cap holding it close and looking for a spark to jump - I saw none. All it is doing is the starter engages and turns the engine - that's it. It hasn't kicked once. Last time I ran it last fall it ran perfectly.

"Do you have an emergency kill switch with a lanyard? If so, check to make sure that it is ok. It is difficult to check spark by holding the cap close. You really need a spark checking tool that will measure spark jumping 1/4 inch."
