This is going to sound stupid

This is going to sound stupid but I never used a VHS Radio before. I just bought a used boat that has one on it. When I turn it on it goes to Channel 2 which seems to broadcast weather reports. I hit the scan button and from that point nothing (no channels) came in. I couldn't even get it back to channel 2 it would skip from channel 1 to Channel 3 and 3 to 1 without stopping at ch 2. Somehow I got it back to 2 which again is the only channel I can hear something on. How would I use this radio to contact another boater or coast guard if needed? As I said I have never used one of these before.

"First it is VHF for Very High Frequency.

There are specific channel assignments. Most important is the hailing channel (CH 16) which the Coast Guard monitors. Do not use it for conversation just for emergency or to locate someone. Then have them switch to a communication channel like CH 68, 69 or 71.

Channel 21, 22 & 23 are reserved for the Coast Guard.
