Starter is clicking away but wont turn over

"You'll need to do some problem determination to eliminate some things. On the solenoid you will have 2 big wires, 12v in and then 12v out to feed the starter, using a meter or test light you need to verify if the solenoid is feeding the starter 12v when the key is turned to start. If it is then is the starter trying to turn? If so but can't is it because the engine or drive is stuck (seized up)?"

Connections good and clean?

Ground good?

Follow the neg. cable to the ground take it off make sure nice and clean.

Take out the spark plugs and try to start it.

Does it turn over with the spark plugs out?

How does the engine oil look?

Milky like water in it?

Could be hydrolocked or frozen.

Could be that the outdrive is frozen not letting the motor turn."

"Chief good advice I hadent checked all of it, I had just heard that the sound may be from an under-charged batt. Oil is good looks nice and clean. I have to thank you all for the advice."
