"Chevy 350 Bravo 1 Mariah Shabah 202 around a 96-99 model- Surging above idle


Put boat in water after storage in covered building on trailer for winter. Boat was winterized and running fine at the end of the season. After putting in the water, I ran about 400 yards at 20 MPH and came off plain back down in the water to get a something blowing around. Then tried to give it gas and it wouldn't pick up. It acted like it would stall. Idled back to trailer and took it to the marina, 3 weeks later they still hadn't looked at it so I picked it up and have so far:

1 -pulled screw on type fuel water seperator and drained into a clear container (didn't appear to be any water).
2- close to 75% fresh fuel (none over 6 months old)
3- Put 2 bottles of the fuel treatment in tank (stuff for water think it was neet)
4 -Changed oil (why not, it needed it) Oil was pretty black well overdue (no water or choclate look)
5 -Tune-up (spark plugs, wires, Distr cap, that rotator thing coil i think).

Boat still surges on the trailer with a hose hooked up I bet it will run all day long at idle smooth. When you give it gas above say 3000 rpm it will jump to 2000rpm if you leave the throttle in the same place it will resume 3000 for about 5 seconds, drop to 2000rpm 1-2 seconds resume 3000 rpms and so on. Back and forth.

I really feel it is a fuel intake problem, I am leaning towards the fuel pump, but have NO IDEA how hard that is.

Does it sound like that may be it. If so any tips on replacing in a mariah 202 v8 chevy 350 with bravo one
