400 stringer outdrive leaking fluid from water outlet

"Hey there, I was about to take the boat out the other day, and noticed that there was a tiny bit of lower end fuild leaking out of the tiny hole where the water shoots out when flushing the motor. The fluid seems contaminated with water since it was a creamy color. The hole is located right next to the larger water inlet holes where the flush kit goes. Any advise? Maybe a re-seal kit. Pretty expensive fix? Thanks for any advise"

"I think that hole is above the lower unit oil compartment. But,
I know when I slop oil from changing the gear oil in the UPPER, it runs into the "trough" around the swivel area there and then starts leaking out that hole, so I suspect the oil is leaking down from the upper. So, checking upper gear oil and pressure testing your upper in order."
