"Somehow there is water in the

"Somehow there is water in the internal fuel tank on my winner 1850. I think it may have come in from the gas cap, which has an old and cracked O-ring. We have had torrential rains here in MA and it was left uncovered in the previous owners yard.

Any suggestions on next steps? Just siphon it out and try again with a repaired gas cap?

Have you ran the motor with the watered gas yet? if so you will have to drain the carb and just siphon the gas out if not just siphon it otu.
 
There should be a screw on the front or side to drain the bottom. You should also get a 12volt fuel pump put hose with a inline filter on the suction side and pump the tank dry. Then make you a mop and swab the bottom of the tank out. Make sure that you have the bow of the boat up as high as you can get it.

Yes, and install a top of the line Water/Fuel Seperator assembly between the engine and the fuel primer bulb.
