"can't rev up past 3000 rpm new carb ,cleaned out gas tank and new fuel, new filters, fuel pump has good pressure, timing good, new cap rotor wires runs great in neut. intake manifold is ice cold and condensating also condensating inside carb"

Welcome. What is the temperature on the guage? Any other work done recently? Is the timing advancing with more throttle? Does the carb mixture adjust EASILY or are you having to turn the screw alot?

"guage temp is 150, don't know about timing advance, but timing is right at idle, and at full throtle we advance timing manualy and engine knocked. old carb screw turned ok ,new carb has no screws"
 
You need a timing light to set

You need a timing light to set the timing and see if it advances like it should. The temp of 150 F. should keep the manifold hot rather than ice cold. Check your hose routing see if water is actually going where it should.
