"I have twin 165's on a 24

"I have twin 165's on a 24' sea ray. The port eng surges above 3000 rpm under a load. Changed carb, and fuel pump, and all filters. Starboard eng. runs fine wot of about 4000. Any other ideas?"
 
Are you seeing the surge on a

Are you seeing the surge on a tach or hearing the engine surge? Are the engines inline 4 or 6?
What ignition system? Have you swapped props to see if it switches engines?
 
could swap carbs side to side

could swap carbs side to side and see if the problem moves to the other motor. Then swap ignition coils if the carb swap yields no results.
