Unsteady top end rpm

"2000 7.4 MPI. I can get a perfect steady 3000 rpm, 4000 rpm, etc. But wide open it bounces around between 4300 and 4600. It is a new boat to me, so I do not know if it normal. I hooked up a fuel pressure gauge and it remains rock steady at 41 (If I remember correctly). I suspect that if it is not normal, it would be ignition related. What would you change first? I am the third owner and suspect everything is the original parts. Boat now has 190 hours on it.
Power seems good, but I suspect it maybe has more?

What you see on your tach is normal to me. Mine does the same thing at WOT unless the water is glass smooth. I contibute the oscillation to more of the hull making contact w/rough water w/waves 6" and larger. During that brief moment when more hull contacts the water it puts a momentary load on the engine, hence the tach jumping. Just my opinion."
