got a problem steering cable b

got a problem steering cable broke. found out that may have to replace full steering system.
can some one tell me if there is a way to remove the rack from the cable or another way to fix without spending 500 on a whole system.

"I cant remember, but I do know when I parted my old 69, I used the Seloc manual- it had the rack type steering...there was some trick to it...some clip or something after that red plastic cover came off... surprisingly Seloc book showed it but I no longer have that book
and yeah..my cable went for big bux on eBay...I gathered it was discontinued...I hear the replacement systems are dear."
