the engine has 20 hrs and leak

the engine has 20 hrs and leaks fuel from the fuel pump when running. Should i change the diaphragms or the whole assembly.
 
do i need to torque the fuel p

do i need to torque the fuel pump down . the repair manual doesn't give any info. thanks
