Stern drive does not turn with steering wheel

"Hello all,

I installed

"Hello all,

I installed a new steering cable, the support tube is new, the actuator/cylinder moves, but the stern does not turn left or right.
I see the cylinder hooks to a arm located in the lower left behind the engine. Could this be the problem? What is it?"
 
"Its a 87 Renkin, 4.3L, omc. I

"Its a 87 Renkin, 4.3L, omc. I am getting closer to getting the steering working. I have it turning sharp to starboard, ( 90 Deg.) But turning to port is near 45 deg. This is not centered/balanced."
