My 225 overheats at low rpms.

My 225 overheats at low rpms. I've replaced the water pump and removed the thermostats. Tempature is fine above 800 rpms. Any suggestions on what else to do? I heard somewhere that there is a pressure relief valve or "poppet" that may be my problem. I haven't been able to find it on any schematic. All help appreciated.

"If it is like our 200 hp its at the bottom of the power head looking from the back of the engine, ours did the same thing we did all poppet was clean tats looked just fine????? We just give it a little throttle and its fine. Hope this helps"
