"Just bought a new Glastron sierra with a mercruiser 3.0 alpha in it. The steering is very tight, especially at slow speeds. any suggestions would be appreciated. The past owner said the steering was tight at the beginning of last year but loosened up as the year went on. The boat does not seem to have power steering. I looked at the power steering pumps in the online parts manual and there is not one on my boat."

friction in the cable? The problem you describe is typical of a power steering pump going bad or low on fluid. If your boat is truly 'new' then I would bet money that it has a power steering pump somewhere in there. The slower speeds make the pump turn over slower to that would make it harder to turn rather than at higher speeds.
