"i recently purchased a sea-ray ,i/o. i did not check the power steering. with engine running, i have no steering.i cant even turn it manualy. it feels like there is a lock-out some where. is there a lock on the out drive that i am not seeing?"

"where do i start diagnosing a power steering problen? i have fliud in the pump. like the old days.we would start with a pump replacement, and then go from there. but,i am sure there are other parts to consider as well."
 
pull the pin at the steering c

pull the pin at the steering cable where it connects to the steering arm at the transom. go out and move the drive. If the drive swings back and forth ok you will need to change the steering cable.
