Loss of RPMs and full throttle

"my 1995 carbed 250 outboard r

"my 1995 carbed 250 outboard runs great at idle and seems to be in great working order. i can give it full throtle and it will plain off but it only holds full RPM's for about 10 seconds. then it starts to drop RPMs and bog down. its sounds like a fuel starvation problem. so i replaced the fuel pumps,primerball, and temperaly bipassed fuel filter and fuel valve to eliminate any restriction. after all the money and work the problem is still happening. i also noticed that the fuel filter on the moter doesnt stay full. What can i do to fix this so i can get on the water? thanks for any help"

Also if the filter on the engine does not stay full is there a crack or air leak in a connector o-ring or hose (Pulling Air???)
