at a idle the boat veers very badly to the left and right and when i open it up it pulls to the right very bad. What could this be? How can the exhaust outlet be adjusted it is not centered? Is this all the problem or can it be something else?

"Many I/O boats have the same problem at idle, especially with cable steering. The problem is usually eliminated or minimized with hydraulic steering. Of course, other causes could be a loose tiller arm, worn splines in the steering yoke, or play in the helmet between the middle bushing and the bolt/pin.

Regarding the boat pulling to the right, adjust the exhaust outlet towards the side the boat pulls. The operator's manual explains how to do it (you can download it from here).
